Since you have a clean multiple you would probably want to use aggregate
with a factor of 2 and the mean function (
http://desktop.arcgis.com/en/arcmap/10.3/tools/spatial-analyst-toolbox/how-aggregate-works.htm).
This can be done in a ArcGIS/QGIS or in R using the raster package
aggregate function (
https://www.rdocumentation.org/packages/raster/versions/2.8-19/topics/aggregate).
If the resolution you are using is not a clean multiple or does not have
the same origin, you could resample to a specified resolution or common
raster grid using the resample tool in ArcGIS/QGIS or R using bilinear
interpolation for continuous data (or nearest neighbor for categorical
data).
